There are two ideas Justin Bieber is presented which are fundamental to understanding “Changes”. One is that the Biebs admits that he is an individual who experiences mood swings, if you will. Or operating along the lines of the metaphorical standard he establishes, let’s say that sometimes he’s hot, and the other times he’s cold.

But the second basic idea being relayed is that throughout life’s ups and downs he remains committed to personal excellence in the name of the addressee. And whereas said addressee is not specified, generally speaking we can presume that he is talking about his fans. 

So basically, the title is synonymous with the ‘changing’ mood of the artist.  But more to the point is that despite what “changes” he may be going through at a particular moment, the aforementioned commitment keeps on grounded on what is really important in his life, which in turn means he himself has not ‘changed’.  So in an attempt to summarize this tune into just one line, we can say that it is based on Justin’s ideology of keeping it real despite what challenges may come his way.
